Problem
Paradox Shop's API receives 1,800 fast requests per second that last 50 milliseconds and 15 data-export requests per second that remain open for 8 seconds. The existing three-Large-server fleet has enough RPS capacity, but Round Robin ignores connection duration and lets long exports accumulate unevenly. Repair the routing algorithm without adding capacity.
